For a good start of EU-Republic of Korea (ROK) cooperation in the new year, the EU-ROK Aviation Partnership Project held three new exchange activities in January, within the subjects of helicopter operations, environmental sustainability and Air Traffic Management safety data respectively. From 17 to 18 January, European and Korean experts convened in Seoul for a workshop on the helicopter operations’ positive safety culture and roles of the organisation’s managers and authorities. 

During the two days of presentation and question & answer sessions, the event covered a comprehensive set of topics and contributions by stakeholders. Participants discussed Safety Management System (SMS) regulatory provisions for helicopter operation implemented in the EU and ROK, safety policy, safety culture and safety accountabilities, risk based approach, interviews of accountable managers of operators, Continued Airworthiness Management Organisations (CAMO) and Maintenance, Repair and Overhaul (MRO), and organisational and human factors investigations, among others. The experts contributing presentations at this workshop were from EASA, MOLIT, the German State of Hesse, AESA (Spanish NAA), DGAC (French NAA) Airbus Helicopters, and Asiana Airlines. 

Over 80 representatives of authorities and industry were in attendance. It was concluded that the exchanges of insights had been useful to all participating organisations, giving evidence to the benefit of sharing experiences and knowledge on aviation safety best practices, in this case on positive safety culture for helicopter operations. Both European and Korean participants expressed to be looking forward to more opportunities to organise exchange events in the future.
